The issue is that the police don't believe the claims of the victims so they charge them with making a false report. It seems perfectly believable to me given what we know about law enforcement believing sexual assault victims.

I think the person replying misread your question. You seem to have been asking if the victims were men, and if you watch the trailer you'll see that the vast majority of the victims are women.
