How do you develop an idea? How many drafts does a 'script' go through?

I'm reading 'When You Are Engulfed in Flames' and I love the way you describe Paris, the bit about listening to couples fight about directions is hilarious. Do you find yourself people watching in this way in other cities, or is there something special about Paris frustrations?

The decision struck down state's individual same sex marriage bans, it didn't create a new law. It's establishing freedom by unconstitutional removing restrictions. Who decided the bans were unconstitutional? They did, that's their role in government.
