I think he is referring to the commercial crew program. In partnership with NASA, three companies are developing crewed spacecraft in the hope of winning a contract to send Astronauts to the ISS.

If you want to know more about the training, astronaut Samantha Crisoforetti has been keeping a log of hers on Google+. She was backup crew for expedition 40 and is prime crew for 42 in November. I found reading it to be really interesting.

How many flights, and how much time after the first flight will be needed for NGLS to receive EELV certification?

Will the certification process be the same as the new entrant certification that SpaceX is going through with Falcon 9, or will ULA's incumbent status allow for a different process.
