There has been a lot of work recently in stripping out sections of DNA from existing creatures to find the minimal set of genes that still perform all the necessary operations (essentially cell division and metabolism). One of the must publicized projects is also one of Craig Venter's projects and it's called the "Minimal Genome Project".

I think the answer to your question is a pretty difficult one. Can you remove part of the organism's DNA and have it still immediately viable? Yes, definitely. Will that have unknown side effects that make it less viable in the long run? Dunno.
